Is this physical child abuse?

i know a lot of other kids probably have it a lot worse than i do, but sometimes i feel that i am being abused from my father. he will slam me into a wall, whip me with a belt, and will put me on the floor in restraining positions that will hurt, and he does this to " discipline". so is this anything serious, should i be calling anyone, and if so, who?
