Chevy 98 wont start the motor turns over?

i have chevy 98 k1500 it wont start the motor does turn over we changed the ignition module the coil cam sensor the timing belt is aligned. the 1st spark plug sparks like 4 times out of 20 times trying to start it. so im guessing its something electrical but we have changed everything that would prevent that
