Fashion time period question?

Ok, so im trying to find the time period where woman wore dresses that were belted or had a waist line at the actual waist, and they wore petticoats that made the skirts all poofy and pretty, and i think most the dresses had sleeves that were in between the elbow and shoulder, i think it was either the 30s 40s or 50s (there were milkmen if that helps :D)
